Can a 16 year old file a police report?

My facebook was hacked by an ex boyfriend who then went through my messages and publicly exploited them in order to harass me. I want to file a complaint or report to the police department, but I don't want to get my parents involved. However, my 18 year old brother is willing to help me out if he can. Is there anyway to file...anything without involving my parents or with the consent of my brother (although he is not my legal guardian)?
