Can I enter this competition? (Help deciphering the rules)?

It sounds to me like you aren't allowed to use original data. You can only use research that you've done on previous experiments. If I were you, I'd contact the competition organizers to clarify...it sounds to me more like they wanted to stop people from doing actual scientific experiments on human subjects, and they didn't intend to prohibit surveys.
